Why

AUCTORISEAL currently lacks a canonical published status root surface. The authority repository must expose its current public posture explicitly so downstream systems can distinguish published authority visibility from protocol finality.

Included surface

  • STATUS.md

Result

  • establishes a canonical status root surface for AUCTORISEAL
  • makes explicit that AUCTORISEAL is a non-final active authority surface
  • removes ambiguity between published authority visibility and downstream sealed/final state

Boundary

This change adds a published status root surface only. It does not alter authority ledger contents, seal contents, governance rules, security rules, or downstream execution behavior.
